Can't send emails with new TB update

I posted this question yesterday and after my post was closed, I was given a suggestion of restarting win10 and TB in safemode. I tried and that did not fix anything, no matter what server settings I used. I am still getting an outgoing error of:

Sending of the message failed. The message could not be sent using Outgoing server (SMTP) secure244.sgcpanel.com for an unknown reason. Please verify that your Outgoing server (SMTP) settings are correct and try again.

I have gone over this in length with my hosting company Siteground and they assure me my server settings are correct. To recap, all was working fine until there was a security update to TB yesterday and that is when all outbound stopped.
