won't save my customizations and prefs.js file is fine

I have Windows 10, new laptop, new install of Firefox. My toolbar customizations don't save. My prefs.js file is not read-only, there are no other prefs files. I have Bitdefender, I've tried turning off all the related modules. I am not sure where else to look. Help is appreciated!

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Did you try to delete the prefs.js file with Firefox closed?
