I need to silent install approved and signed add-ons and extensions to multiple PC's not connected to the internet, preferably via Command Line.
I need an simple effective way to install signed and approved add-ons to multiple PC's/laptops that are not connected to the internet. This needs to be done via command line so when a user starts up Firefox (40) the extension is there and requires no interaction.

Go to the addon site, instead of left clicking the install addon button right click and download as You now have a ADDONNAME.XPI file, it can be used to install the addon in firefox with no internet needed, now write a .bat to run this with firefox.exe
Further ways of installing namely more "stealthy" ways are more complicated, you can extract the files of the addon inside the firefox profile folder located %APPDATA%\Mozilla\Firefox\Profiles\<profile folder> and paste them in another profile but each addon has different needs and modifications; you need to know what exactly the addon adds (the easy part, just copy-paste files) and modifies (the hard part, like chrome).
The lazy more effective way is just plain copy everything, the complete Mozilla folder in %APPDATA%\Mozilla\Firefox\Profiles\<profile folder> In plain english is C:\Users\USERNAME\AppData\Roaming\Mozilla and paste it in another PC, to do this write a .bat and run it, Google how to move/copy files using .bat files (they are CMD, command line), exactly what you want to do.

If they are not connected to the internet, what are they doing?

Having more than one version of a program may cause issues.
You must remove the older programs. Then get the current full installer.
