How do I prevent Internet Explorer from loading when I click the Firefox icon?

I have reinstalled Firefox after upgrading my operating system to Windows 7, but when I click the Firefox icon, Internet Explorer is loaded instead. The target in Mozilla Firefox Properties (Shortcut) appears as "C:\Program Files\Mozilla Firefox\firefox.exe" which seems to be correct. How can I get Firefox to load instead of Internet Explorer?
