Am stuck in a mode that restores all tabs when restarted. I tried all the help suggestions and about : config changes

more options

Have read all the help info and cannot get out of a mode where it goes back to the last session with all tabs in the condition they were left in except the page is not loaded until you go to the tab.

I tried the restore session false and everything else I could find on this topic. It seems to have changed by itself, I made no changes.

Your help is appreciated. Thank You

You can check if you have a user.js file in the Firefox profile folder that sets the browser.sessionstore.resume_session_once pref to true.

The user.js file is only present if you or other software has created this file and normally it wouldn't be there. You can check its content with a plain text editor (right-click: Open with) if you didn't create this file yourself.

The user.js file is read each time Firefox is started and initializes preferences to the value specified in this file, so preferences set via user.js can only be changed temporarily for the current session.
