How do I sign into sync, when the option doesn't show on the menu

I want to sign into sync and the instructions say to click on the three bar menu icon and then click on the "Sign into sync" option. The graphic shows where the option should be located, but it isn't present on my menu. I'm running the latest version of Firefox, whatever that is, under Win7 Ultimate. This should be simple, but without the option showing on the menu, I have no clue as to how to enter "sync."

Any help will be appreciated.
