Since an upgrade I have no new tabs, except my homepages. I have tried to drag the NEW TAB button up to the place where they uesd to be, beside the other tabs, but it seems I can only get it as a cross symbol on either end of the address bar, nowhere near the tabs.

The plus sign can be moved to the tab bar from the customize menu. Please see the screenshot.

I don't want a plus sign. I want a spare tab, like I used to have.

You can click the "Restore Defaults" button at the bottom of the Customize window to restore all toolbar customization to the default.

If you mean the page that opens if you click the new tab button then you can modify this via the browser.newtab.url pref on the about:config page.

See this article about the New Tab page (about:newtab):

Obviously the new default is to have NO SPARE TABS at all, so you can only write over the ones you have up. I do wish they'd stop fiddling about. Going to get the stupid plus sign back up now.
