I have Firefox on several devices. I turned syncing of bookmarks off for now, but as I need some of them on my current device I'd like to know in what direction FF syncs bookmarks? If Device A has one set of bookmarks and Device B has the other one or none, will FF delete bookmarks on Device A, merge or add them to it?

I believe it'll sync to the first one. So if you want to start syncing your bookmarks, activate bookmark sync on the device WITH the bookmarks you want to keep. Then, when you activate bookmark sync on your second device, it will ADD those bookmarks, rather than removing them.

I believe if you synced to your empty device first, it would do what you fear, delete your bookmarks off the second device.

There is no direction for Sync. Sync works with uploading data from all connected devices to the Sync server and then merge it to all other devices. If you once want to force a specific direction then first connect this device and give it enough time (e.g. one day) to complete the initial sync and then disconnect this device to prevent getting data from other devices. Then connect the other device to complete the upload and merge process.
