I cannot specify where I want to save a new webpage because only SOME of my bookmarks/folders appear in the bookmarks menu

When I click on Bookmarks/Bookmark this page the dialogue box opens. When I click on the button next to 'Folder' (underneath Name) I get a list of options: Bookmarks toolbar Bookmarks menu Unsorted bookmark Choose and then a list of my folders The problem is the list of my folders is incomplete and so I cannot save the page to a specific folder of my choice. I can save it as an unsorted bookmark.
