After investigating this a bit more, we realized that this is expected as part of the new tab tray experience we release starting from version 140.0.

That said, it's important to note that even though you can't rearrange tabs like it used to be, the team is currently exploring an altertive method to rearrange tabs with the new tab tray experience.
