At some point in the winter of '21 I created a folder of bookmarks that was saved in the 'bookmarks menu'. At a later date, hard to say when but probably '22 or early '23 I deleted these bookmarks. I now desperately need to recover them.

The oldest auto-backup from 'Manage Bookmarks' -> 'Import and Backup' -> Restore is dated mid '23 and does not contain the deleted bookmarks.

Is there any hope of recovering them? For example via the Recycle Bin or by using a data recovery tool? Or will they have been overwritten?

Did you try to hard disk recovery toolsthat let's you retrieve deleted file from the disk? Example Test disk, PhotoRec, Disk Drill, Autopsy Forensic Browser, Kickass Undelete, DiskDiggef, Recuva and many more. You may also find them if you have a old device that didn't sync to the current state of your account.
