I am trying to block images on a per site basis. The page info -> permissions does not show the Load images entry.

Has this been removed for good? Can this be customized?

If Is there a way to block all images from site.com.

Yes, that has been removed and you can no longer block images via "Tools -> Page Info -> Permissions". You can search the Add-ons website for a suitable extension to block images.
