When I click "bookmarks" on the library icon, I do not see any sub-folders, only "recently added" (which somehow contains a lot, even less recently bookmarked). Same if I customize it to include the star icon.

I can see all sub-folders OK on the sidebar, and also on the drop-down menu from the top bar (F10), but not on the toolbar menu.

I'm using "sync" and this happens on only on one Win10 site, I'm using another where it's OK, but I cant recall if I did there anything differently when customizing the toolbar.

Click the menu button ≡ => Customize, then drag&drop the Bookmarks icon on your toolbar.

This is just what I did. As I said originally, I do have the Bookmarks menu on the toolbar, but it doesn't show any sub-folders except "recently bookmarked"
