Try this:

- press ctrl-shift-o to open the bookmarks manager

- click Import & Backup at the top

- click Restore and choose the latest one

I restarted Firefox and noticed my toolbar book marks were missing. In further inspection, I noticed all my bookmarks over many years are missing. This is obviously a disaster. What happened? Is there way to recover this information?

No notice or anything, just poof your files are gone. Oh, we no longer support 'bookmarks'. Too bad, so sad. Who need those. It's like a book without an index.
