Firefox 116.0 and later requires Windows 10 or later. The EOL Windows 7, 8, 8.1 is still being supported by Firefox 115 ESR (current is Fx 115.8.0esr) and the last update will be Fx 115.15.0esr in September 2024. Mozilla supported the EOL WinXP/Vista over 26 months longer compared to other web browsers like Chromium, Chrome, Opera, Edge as they dropped support of the old EOL WinXP and Vista back in April 2016.
