When I try to import two people in an address list that have the same email address, only one person will show up?

I'm sitting up a mailing list for volunteers. I have 2 brothers and a sister that use the same email address. When I tried to import a CSV file, they come into the master address book. But when I try to move them to a unique address list, only one contact will show up on the address list. What do i have to do to get all three in the address list

The mailing list is a list of email addresses, not of people. I'm not aware of a way to include the same address more than once.
