Internet explorer operates in background even with Firefox as default; how to disable
When open IE from start menu, IE connects to Juno and is locked with two menu bars. Is there a way to keep IE closed?

I'm a little confused. You mentioned that you opened IE from the Windows Start menu. Was there a particular reason for that, or it just happens by accident? You can move shortcuts around on the Start menu so they are harder to click by accident. Unfortunately, I don't remember Windows XP all that well, but in general the folder that has your Start Menu icons would be somewhere around here (a combination of the two):

There are some programs that have their own default browser settings.
Thanks jscher2000 IE has been de-selected in settings; no longer appears as selection under START. (It had been running in background for several days, indicated by a tone when download occurred. Now resolved).
