the right side window scroll bar "sticks" to the cursor at times ..

it began occuring after updating to V 6.o, I am running Windows 7 Home premium 32 bit, anyways the scroll bar seems to "stick to the cursor / pointer so when you move the cursor / pointer the web page scrolls along with its movement ..but clicking into the window itself "releases" it for a while, its more a pain in the neck than anything else ;-)..
