It is possible that the database is corrupt. Open the troubleshooting page (Help > More Troubleshooting Information or about:support). Near the bottom of the page, click the button Verify Integrity and post the results here.

Are you not even seeing an empty bookmarks toolbar? In Customize, you could try the option to Restore Defaults (right-click on a toolbar and select Customise Toolbar).

You could try a new profile (which you can create while Firefox is closed); you don't need to configure it if it doesn't solve the problem. You could also try renaming the xulstore.json file (again with Firefox closed) as in the first article linked below.

Thanks for your help, tried the solutions to no avail, ended up finding a reddit thread where a user with a 300 hz refresh rate monitor had the same issue, changed their refresh rate to 60 hz, and the toolbar returned. I did this, had success, saw the entire booksmarks toolbar, but as soon as I switched back to 300 hz refresh rate it disappears again. Seems to be an issue with Firefox itself.

I don't know how significant that is. You could file a bug report if you are motivated.
