IIRC, it is under Options on the Menu in the Composition window. You may need to use alt or F10 to make this menu appear.

In the menu, View|Toolbars has options to make the Menu remain visible.

Is it possible to put it as an icon in any of the toolbars to select priority easily ? Thanks
