when is create a new message, no send button appears

everything seems to be configured correctly, but when I click the write button and a new window appears for me to write a new message, the normal list that says send, spelling, attach, security, and save does not appear. so i cannot send my message.

Open the Write window. Alt v, or F10, then View, Toolbars and tick the checkboxes.
