Top Level reordered every time I restart (Thunderbird 91+)

I set up my Top Level Folders (by each account) via drag-n-drop on the Account Settings page. When I restart Thunderbird, the order reverts to the original. How can I preserve order across restarts?

Confirmed problem in Thunderbird 91.3.2.
