bottom vertical scroll button clashes with corner frame sizing triangle

The bottom vertical scroll button overlaps the corner frame-sizing control - the sizing control takes preference and prevents me performing an incremental scroll. It started about six months ago and It does not always happen - say 40% to 50% of the time.
