why did this upgrade not keep all of my bookmarks?
the new Firefox was delivered without my permission. It is ugly in the green frame. The bookmark tool bar is nowhere to be seen. I cannot work without the old toolbar as No I have to find passwords and addresses for about 12 VERY IMPORTANT SITES I NEED EVERY DAY.

No simple answer to that.
I have never had such an issue on multiple computers over twenty years. Windows and various Linux OSes nor on my Android phone etc. Never had a MAC
On the 'permission' issue:
You will have set your computer to autoupdate, Firefox and other apps cannot force you to install or update them.
The green frame seems like a Mac setting, not a Fx one.
Toolbars
On all my machines : Right click Toolbar > Customise Toolbars > bottom left there are option so show Bookmark tool bar.
You may want to search for the Settings as I don't use Mac. There is an option to search on this page, top right
