In Firefox or in Pale Moon?

This is not a built-in option in Firefox. Most users who want to change the sequence of the toolbars use an add-on. Of course, the "Swiss Army Knife" of UI customization is Classic Theme Restorer, but I believe there are some simpler single-purpose extensions that also can do the job.
