How do I control animation speed of .GIF on wikipedia

I would like to control the animation speed of .GIF (ie on Wikipedia). I would like to stop, manual single step or play frames one per duration (ie 1 frame every 2 sec or 1 frame every .5 sec). I would also like to control whether it repeats. I would like to freeze at any point then resume playing given the above settings.

How do I do this?

PS: There may be other types of animation files which the above control could apply to as well.

Thank you, JBR, for taking the time to respond to my question. The GIF CONTROLs addon appears to work well on my Mac.
