Mozilla VPN Upgrade Failed

Tried updating to latest version. The msi installer ran quite a ways, removed my previous version, but then stopped with this error: "Service 'Mozilla VPN (broker)' (MozillaVPNBroker) could no be installed. Verify that you have sufficient privileges to install system services."

Now VPN doesn't launch, because the updater removed the existing version. How do I get past this?
