The background color of the menu bar is dark blue. It is too dark. How do I change the color?

I don't want to change the theme, I want to change the menu bar color so it looks like an active window. All other applications have a title bar and color. My Firefox has no title bar, and so, no same color.

You can toggle the title bar on/off via the "Title Bar" button at the bottom left in the Customize palette window
