How do I change the toolbar color from being transparent to being white?
The tool bar background is making it very hard to read the contents.

First, I will assume that you are talking about one of "menubar, navigation toolbar and bookmarks toolbar". These are available on right clicking in the free space of either menubar or navigation toolbar.
Can you tell me if this happened after installing some extension? If it is so, then I would advise you to uninstall that extension and restart firefox to check if it solves the issue.
If you have not installed any extension and if it is the default configuration that bothers you, then may I recommend you a mozilla addon "personas plus" from which you can install many themes. The themes will help you get a completely white/dark background. You can also custom edit and create your own plain color themes too.
