When attempting to download any file I always get the error "C:\Users\NAME\Desktop\NAMEofFILE.exe could not be saved, because you cannot change the contents of that folder. Change the folder properties and try again, or try saving in a different location"

I changed the location to C:\ and files download fine but I don't want files to be downloaded to C:\, I want them saved to my desktop...I can move files from anywhere to my desktop and they move just fine, I can move files off my desktop to anywhere and its fine.

I did notice when downloading something the file name such as "280.26-desktop-win7-winvista-64bit-english-whql.exe" is on my desktop as well as a file called "280.26-desktop-win7-winvista-64bit-english-whql.exe.part" I can delete the .part file but I can't delete the .exe file, it remains for a minute then automatically disappears, surely that has something to do with this...
