This doesn't look like a SQLite database, but it could be compressed jsonlz4 backup, but such a backup would start with a mozLz40 header. Since this is a binary file, any issue with one of the clusters it takes will make it impossible to decompress the file.

You can look at this tool to inspect a compressed jsonlz4 bookmarks backup and possibly convert this file to HTML to be able to import/merge bookmarks.

Thanks for the help. What makes me think that this file contains all my bookmarks? When we read through it, and it is long, I can see webpages that I've book marked recently and also when I've scrolled through it with the Microsoft engineer, I can also see items that I have book marked.

He had tried to turn the file into a readable file, and had no success or joy, and looking at the secure file transfer, he did find it as a json file. Would using the https://www.jeffersonscher.com/ffu/bookbackreader.html therefore help?

You wouldn't believe the issues I've had trying to recover everything, especially after a Microsoft engineer who was 'meant' to be fixing a software issue has caused.
