Are dotted boxes around clicked links meant to show in Firefox 48 or not?

I have noticed that after upgrading to Firefox 48 that most of the time when clicking on a link (or even dragging it) that unlike in previous versions the link does not show a dotted box around it and just goes something like the attached image showing no box.

However some of the time there is the old dotted box around the links after dragging or clicking on them as shown in the other example image.

So which is meant to be? I am assuming that the presence of one of the states is a bug?
