The new "OpenH264 Video Codec provided by Cisco Systems, Inc." plugin that now shows up in the Firefox Add-ons Manager Plugins list was added in Firefox 33.0. It's installed in a subfolder of your Firefox profile folder, which you can confirm by typing about:plugins in the Firefox address bar to bring up a list of installed plugins (details here) and checking its "Path" entry .

The first link in the Firefox 33.0 release notes under What’s New, has this: New | OpenH264 support * (sandboxed)

[*] Quoted from the linked page, http://andreasgal.com/2014/10/14/openh264-now-in-firefox/ (which also includes a screenshot of the Add-ons Manager entry):

Today in collaboration with Cisco we are shipping support for H.264 in our WebRTC implementation.
Cisco has agreed to distribute OpenH264, a free H.264 codec plugin that Firefox downloads directly from Cisco.
Note: Firefox currently uses OpenH264 only for WebRTC and not for the <video> tag, because OpenH264 does not yet support the high profile format frequently used for streaming video. We will reconsider this once support has been added.

Your question, asking when the "openh264 / video codec provided by cisco systems" plugin was installed, was answered on Nov 3rd by philipp and and I posted some additional information later that day, which included a link to the Firefox 33.0 release notes.

I'm taking the liberty of marking your question "solved" by the reply from philipp, who wrote the following:
