At firefox start all add-ons are re-installed & sync lost

After starting to use FF 32.0.2 on Windows 8.1 I noticed every time I restart FF that all enabled add-ons are re-installed and the Synchronization is lost. When I call Sync Now, the Sync is restored and I have to close the open tabs of all re-installed Add-ons. Is that an intended change?

This does not happen with FF 32.0 for Linux Mint mint-1.0.
