Why doesn't "startpage" save after I log out on Windows 8?

I set the startpage (one or more) and it works as long as I don't log out or shut down my computer. But when I turn it on again or log in again the default "startpage" is back to the page that shows right after I installed Firefox.. How can I set the startpage and keep it?

Maybe you have a program of some sort interfering, you can try to delete the user.js file to make sure that it is not such.
