The desktop Firefox 149.0 and later has the new built-in VPN and only in the US, UK, Germany, France and now Canada market as of Fx 150.0.
The old Firefox 115 ESR currently at Fx 115.35.1 is based on the old Firefox 115.0 Release with updates only for security and or stability fixes and no new features.
Firefox 115.39.0esr in August is the last planned update unless Mozilla decides to extend updates yet again.
The separate subscription based "Mozilla VPN" app requires Windows 10, 11 as it will not run on Windows 7, 8, 8.1. https://support.mozilla.org/en-US/kb/mozilla-vpn-compatible-my-device
