Thunderbird can not receive emails.

Thunderbird can not receive emails but it can send them. Password is correct.

  ( Login to server pop.verizon.net with username ... Failed
    Connection timed out)

Account Settings -> Server Settings:

   The certificate for pop.verizon.net:995 appears to be valid.
   When viewing the certificate it is out of date.
   No option to add an exception here or under Manage Certificates

On another user on the computer Thunderbird is working.

Not sure if this is your problem, but worth checking: Verizon and AOL require an APP password when using email clients on a PC. I believe you must go to the AOL site and select the security page and can set up the APP password there. See this page for more info: https://help.aol.com/articles/Create-and-manage-app-password

This is not the problem. It use to work but stopped when the certificate was updated with an out of date certificate.
