Firefox misbehaved badly, had to do fresh install (Mac OS) - now locked out of account

Firefox Account verification emails never arrive. Password works. Sync works on existing devices. New device verification email is never delivered. Account appears stuck in verification state.

Looks like you're dealing with a Mozilla account issue. We have direct one-to-one support for Mozilla accounts (which is different from a peer-to-peer support forum like this one).
