Please advise how to set start up tabs.

Need have the option checked to restore session. see screenshot Then make sure when you close Firefox that it's not set to clear browser history. see 2nd screenshot 3rd screenshot shows some of the pinned tabs that reopen when I reboot the computer and start the browser. This Waterfox, but it's the same setup for all my versions of Firefox.
