When I try to download file from ANY SITE, I long press on the link and see the menu. I choose "Save Link as". I see the "Download starting..." come on and then nothing. I am running Android 4.2 on a Motorola RAZR.

hello, when you use a file manager to watch the contents of your sd card/downloads folder, are the downloaded files present there?

No...as stated, the "Starting download" message appears then disappears. I do not see the download arrow in the top bar and the download does not show up.
