Firefox no longer works. Says it is working. Try to access with no results. Cannot access anymore

I get this message. "Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system."

No matter what I do I cannot access Firefox anymore. It says same message whether I close machine 10 times or delete and reinstall program
