I am having prpoblemas with connecting to a link.
Help me understand this. and how to fix this problem

First, you'll have to help us understand your issue. What do you mean by "problems with connecting to a link"? Which link? Do you see any error messages? If so, what do they say? Did it work before?
It looks like the problem is Windows 10, and, not able to upgrade to Windows 11. I don't know why.
