Emails in the inbox that I delete are being downloaded back into the Inbox

Emails in the inbox that I delete to clean up inbox are being downloaded in Inbox in the form of Message headers. The deleted emails do not show up in the Trash Folder where I should be able to empty the folder

What type of account is this (POP, IMAP)? What are your account Server Settings > When I delete a message: settings?
