Icons in Bookmarks Bar and Toolbar are freezed in Full Screen mode

In Full Screen mode, all the icons in Bookmarks bar is not responsive, as if being freezed.

"Show web developer tools" and "Downloads" Icons in Toolbar malfunction in the same way.

All the Icons boxed in red lines malfunction.

after upgrading to MacOS 10.15.1, the problem vanished.
