Thunderbird 52.3.0 (32 bit)

Recently I noticed that I am unable to view saved passwords. When I click on the SHOW PASSWORDS button, nothing happens.I do not have a master password set.

Same result in safe mode (hold Shift when you launch TB)? Do you have some kind of password manager, e.g. KeePass, storing application passwords?

Sure enough, a new update to Sticky password (or my mistake) allowed the software to access Thunderbird. Removing it from that app fixed it.

I have no reason to have the software access Thunderbird and don't ever remember allowing it, so it was not on my list of things to try.
