unable to send messages on TB with outlook/Hotmail

I have read almost all the responses related to my issue. I have tried every suggested solution...nothing works. I even deleted the app then reinstalled...still no resolution any help resolving would be much appreciated. I am using Outlook-new ACCOUNT SETTINGS Server name: smtp-mail.outlook,com Port: 584 Security Authentication: 

Connection Security: SSL/TLS
Authentication Method: Normal Password

There are MS's recommended settings: - incoming: outlook.office365.com, port 993, SSL/TLS, Oauth2 (assuming IMAP) - outgoing: smtp.office365.com, port 587, STARTTLS, Oauth2
