When I open a New Window in Firefox shouldn't it be blank if new tabs are blank?

In Settings I've set new tabs to open as a blank page. I would have thought this would also apply to New Windows but when I open a new window it goes to my set Home Page. Is this right?

New windows display your home page. You can set your home page to blank, too, on the Home panel of the Settings/Preferences page.
