"you don't have permission" when trying to Open Link in New Private Window- maybe solved, but Why?

I used to be able to click a link in an email, on a webpage, etc. and Open Link In New Private Window. For the past months whenever I tried, private window opened but immediately displayed message:

Server Error 403 - Forbidden: Access is denied. You do not have permission to view this directory or page using the credentials that you supplied.

Didn't find answer on Mozilla help but surprised to discover "disable tracking" had fallen out, and restored it. Just now able to open links in new private windows. So my Q has become Why this made a difference. Doesn't private window automatically disable tracking, or is not creating a history its only function?

Tracking Protection is normally ON in private windows and OFF in regular windows. The setting is easy to disable, though, so perhaps it got turned off? More info on this feature: What happened to Tracking Protection?.

Note that this may also be a cookie permission issue. When you open a link in a PB mode tab then cookies used on the primary page probably aren't send along with the request. You would have to open the primary page in a PB mode tab/window as well.

Thanks for attempts to help. Very mysterious- -after fixing Tracking Protection, links from some sites will open in Private Window but not others. Difference isn't commercial vs. other sites e.g. non-profits and email lists to which I subscribe or messages from individuals w/links. Works on some commercial sites but not others. Having a Private page open already, even only at search engine (while following link appearing in non-private window) may make make a difference for some, but not others, I'll keep trying various combinations and report back if solved.

Regular windows share one cookie jar, and private windows share a second (temporary) cookie jar, and the cookies are not shared across between the two jars. If sites are sensitive to whether you have any cookies from the site already, that might be a factor.
