firefox sends crash reports without my permission

I have noticed that Firefox has been sending crash reports to Mozilla without my permission quite a few times lately. Under "data choices" I have crash reporter unchecked, but the reporting window still shows up now and then after a crash. I have never ticked "tell Mozilla about this crash..." when that box appears, but when I visit about:crashes there are a number of reports submitted. How can this happen, and how to resolve it? Re-install Firefox, perhaps?

Update:

It seems these reports were not submitted at all, but just pending. I went to the "pending" folder on my computer and deleted everything in it, and after that the reports were gone from the "submitted" list when I visited about:crashes. Either way, it's kind of misleading to list reports as submitted when they're actually not.
