Why does Firefox 53 hang when attempting login to CAC enabled (.mil) website?

Firefox version 53.0.3 on Windows 7 (64-bit) hangs when attempting to login to a website that requires SmartCard authentication, specifically, authentication to a .mil website using a DoD Common Access Card. Firefox becomes completely unresponsive when website requests login credentials and must be terminated from the Task Manager. ActivClient PIN request dialog box will appear after Firefox closes (this is NOT a pop-under). This problem has been reproduced on multiple systems and multiple websites. (All systems were updated to version 53 from version 52 or older.) To date, no CAC enabled website or systems have been identified where Firefox 53 works for this scenario.
